Do we still need to believe in charity?

Another cases of cheating in charity. Even monk did that, how about normal people? This world is out of control. Everyone does the opposite thing. Why rich man become more rich and poor man become more poor? Is because they behave in opposite way.

Rich man more stingy toward what they buy. Poor man act like they are rich and spend without any planning. Is that the root of problem? I doubt the most important thing is still lie on individual mind set.
